CHAPTER I 

ARTICLE 1 ENABLING STANDARD

GENERAL

  1. The CHALLENGE CUP 2024 is organized under the terms of Dec Law 45/2015 of April 9th and approved in accordance with the assumptions in force in the Regulations for Private Tournaments of the Portuguese Football Federation (FPF).
  1. The legislation and regulations applied in the CHALLENGE CUP 2024 will be considered those in force in the Portuguese Football Federation (Competition, Disciplinary and general).
  1. Had na Ldea , Lda , organizes the CHALLENGE CUP 2024.

ARTICLE 2 PURPOSE / ENTRY INTO FORCE

  1. This regulation is intended for the 2024 Edition of the CHALLENGE CUP in Futebol Eleven Feminino U17/U17, which will be played between June 24th and 28th in the District of Algarve, Portugal.

ARTICLE 3 SCOPE AND OBJECTIVE

  1. The 2024 edition of the CHALLENGE CUP aims to provide Under.17 Female athletes with healthy competition in the context of sports holidays and a sports internship model associated with the competition.
  1. The CHALLENGE CUP is held in compliance with the principles of integrity, loyalty, transparency, fair-play, ethics, defense of the sporting spirit and sporting truth.
  1. All participants have the duty to:
  1. Ensure the name and reputation of the Tournament;
  2. Collaborate in a way that promotes transparency and protects the integrity and credibility of the Tournament.
  3. Prevent unsportsmanlike behavior, namely corruption, combination of sporting incidents or results, violence, doping, racism, xenophobia or any other form of discrimination.

ARTICLE 4 PARTICIPATION

  1. All Clubs must be affiliated in the 2023/2024 season with the Football Federation of their country of origin.
  1. All Clubs that have fully complied with the registration requirements, as well as holding express authorization from the District and Regional Association or National Federation, are considered eligible to participate.
  1. The organization reserves the right to exclude participation if there is a lack of full compliance as set out in 4.01 of these regulations.
  1. The delegations participating in the CHALLENGE CUP 2024 must, without fail, up to 15 (fifteen) days before the start of the competition, submit on the online platform line “ My Team info ” the registration of official elements (athletes and sports agents).
  1. In the week before the event, an online technical meeting will be held to contextualize and provide information on standards, regulations and procedures before and during the Challenge Cup 2024.

ACCREDITATION / CHECK IN

  1. All official identification material will be made available upon arrival at the accommodation location, on 06/24/2024.
  1. All members of each delegation will have, for mandatory use of identification, at all times considered official (Opening Ceremony, Tournament Games and Prize Giving), an access credential.
  1. The absence of the presentation invalidates the athlete or member of the delegation from their participation.

WATER SUPPLY

  1. At the time of accreditation, all delegations will be offered water for management in non-competitive moments. For the games, 2 (two) packs of 6 (six) 1.5L containers will be made available for each team. Water must be rationalized responsibly.

ARTICLE 5 COMPETITION FORMAT

  1. The CHALLENGE CUP 2024 in the U17/U17 Female category will be played in two phases.

I PHASE

  1. In Phase I, the teams are divided into two groups of five teams each, which compete in one round, for points, for the general classification and, respectively, define the teams that move to Phase II, “ Playoff A”, “ Playoff “B ” and Playoff “C”.
  1. The groups will be formed in accordance with the strategic definition of the organization, taking into account the disagreement of teams affiliated to the same Federation and consequently to the same District and Regional Association.

II PHASE

PLAYOFF A

  1. Played by the 1st and 2nd placed teams in each group, in a single game.
  1. For the purposes of defining the games in this phase, it is determined:

5.05.01 – GAME 1: 1st place Group A x 4th place Group A;

– GAME 2: 2nd classified Group A x 3rd classified Group A;

FINAL

5.05.02 – GAME 1: Winner of Game 1 x Winner of Game 2

ARTICLE 6 WITHDRAWAL FROM PARTICIPATION IN TEST

  1. In the event of eventual withdrawal in the I phase, the rules set out in the Disciplinary Regulations of the Portuguese Football Federation will be applied, except as provided in 6.04 of these regulations.

LACK OF APPEARANCE

  1. Failure to attend the game implies defeat, with the result of 3×0 applying.
  1. Failure to appear in the last game of the group stage will result in automatic disqualification from the competition.
  1. However, if it involves changing the qualifying teams, the same classification will be considered at the time prior to the team’s disqualification.

ARTICLE 7 SCORING AND TIEBREAKERS

PUNCTUATION

  1. The games in this competition will be scored in Phase I as follows:
  1. Victory – 3 Points;
  2. Draw – 1 Point;
  3. Defeat – 0 Points;

TIEBREAKS IN PHASE I

  1. At the end of Phase I, in the event of a tie in the classification between two or more teams, the following tiebreaker criteria will be assigned.

7.02.01 By the number of points won in the game(s) played against each other;

7.02.02 Highest number of goals scored in the I Phase of the competition;

7.02.03 Difference in goals scored and conceded in Phase I games;

7.02.04 For the minimum number of direct red cards, verified during any game where only the tied teams intervene.

7.02.05 For the minimum number of red cards due to the accumulation of two yellow cards, verified during any game where only the tied teams participate.

7.02.06 For the minimum number of direct red cards, verified during any game in the I Phase.

7.02.07 For the minimum number of red cards due to the accumulation of two yellow cards, verified during any game in the I Phase.

TIEBREAKS IN PHASE II

  1. In Phase II, in the event of a tie at the end of regulation time, the tie will be broken and the winning team will be determined, as follows:
  1. By marking a series of five kicks from the penalty spot for each team. If the tie continues, as many penalties as necessary will be awarded until a winner is found. Such penalties must, however, be taken by different players.

POSSIBLE CLEARANCE OF TEAMS BY COEFFICIENT 

  1. In the case of groups with a different number of teams, the qualification of the best 2nd and 3rd placed teams is determined that this qualification is determined according to the highest coefficient of points obtained in the I Phase.
  1. The coefficient referred to in the previous number is obtained, without rounding, by multiplying the number of points, goal difference, wins or goals scored, in the remaining series by the number of points, goal difference, wins or goals scored, actually obtained and dividing the result by the number of games actually played.

ARTICLE 8 WITHDRAWAL FROM PARTICIPATION IN TEST

  1. In the event of eventual withdrawal in the I phase, the rules set out in the Disciplinary Regulations of the Portuguese Football Federation will be applied.

CHAPTER II

GAMES

ARTICLE 9 GAME LAWS

  1. CHALLENGE CUP 2024 games are held in accordance with the Laws of the Game approved by the International Football Association Board (IFAB), as well as in accordance with all rules issued by FIFA.

GAME CALENDARS

  1. The formation of Groups and game program will be announced up to 5 (five) days before the start of the competition.
  1. After the games are concluded, the CHALLENGE CUP 2024 Organization will publish all results and approved classifications on the official website.

ARTICLE 10 DURATION OF GAMES

  1. The CHALLENGE CUP 2024 games in eleven-a-side football for Women U17/U17, in Phase I and Playoff B, last 40 minutes, divided into two halves of 20 minutes, without a break, but with a change of field.
  1. The CHALLENGE CUP 2024 games in eleven-a-side football for Women U17/U17 in Playoff A last 50 minutes, divided into two halves of 25 minutes, without a break, but with a change of field.
  1. The delegations must enter the technical access area to the changing rooms 45 (forty-five) minutes before game time.
  1. If a game is taking place when the technical zone closes, teams are allowed to carry out general activation, without the ball, until the final whistle of the game.
  1. After entering the field of play, 7 (seven) minutes will be allowed for activation with the ball.
  1. Any delay in the start of the game due to the responsibility of one of the teams will be subject to a penalty as follows.

10.05.01 – 5 minutes recorded by the Coordinator of the Sports Complex and the Refereeing team – Considered 1 Goal conceded.

10.05.02 – 10 minutes recorded by the Coordinator of the Sports Complex and the Refereeing team – Considered 2 goals conceded.

10.05.03 –15 minutes recorded by the Sports Complex Coordinator and Referee team – Defeat is considered 3×0.

  1. The referee team may define a “Technical hydration stop” in each period.

ARTICLE 11 BALLS

  1. It is the responsibility of the CHALLENGE CUP 2024 Organization to provide the balls necessary to carry out the games.
  1. The balls to be used in the U17/U17 Women’s competition games will be number 5 .
  1. During the warm-up period with the ball, teams must use their own, which are not made available by the organization

ARTICLE 12 IDENTIFICATION / COMPOSITION OF TEAMS AND REPLACEMENT OF PLAYERS

  1. Each team has a maximum composition of twenty-one players (11 permanent players and 10 substitutes).
  1. A game in this competition can only start with a minimum number of 7 (seven) players.
  1. Substitutions are made on the sideline corresponding to the coaches’ bench and next to the midfield line.
  1. The substitute player cannot enter the field of play without the substituted player having actually left the field of play and without taking any action as it progresses.
  1. Female and male athletes born in 2007, 2008, 2009 and 2010 can participate in this competition.
  1. Any athlete may play for more than one team from the same Club, however, they may only be used in one team in each competition/level.
  1. Each team may present up to 2 (two) athletes born in 2006.

GAME EQUIPMENT

  1. Teams must wear official Club equipment (shirt, shorts and socks).
  1. The numbering of the shirts is mandatory and may also be optional on the shorts and must comply with the number in the technical/game sheet.
  1. In the case of equipment of equal similarity, one of the teams may voluntarily present its alternative equipment as long as it complies with the provisions of 12.08. of this regulation.

ADVERTISING ON EQUIPMENT

  1. The use of team advertising on players’ and Staff’s equipment is authorized.
  1. CHALLENGE CUP 2024 is not responsible for any dispute arising from sponsorship contracts concluded between Clubs and sponsors.

PLAYING TERRAIN

  1. The CHALLENGE CUP 2024 games will be played on fields with synthetic/natural grass.

ACCESS AND USE OF BATHROOM BATHROOMS

  1. The locker room assigned to each team will be made available 45 (forty-five) minutes before the start of each match.
  1. Clubs use the changing room to change clothes, before and after the game, and must leave it clean of all belongings and transport them to the coaches’ bench.
  1. Bathing after the game must be carried out in the accommodation where the party stays throughout the competition.

ARTICLE 13 COMPOSITION OF THE TECHNICIAN BENCH

  1. The bank of technicians must be made up of the following elements from the delegations, as long as they are qualified with the credential to access that area.
  1. 1 Head of delegation/Delegate to the game/Team manager;
  2. 1 Head Coach;
  3. 1 Assistant coach;
  4. 1 physiotherapist/masseur;
  5. 1 Doctor;
  6. 8 substitute players ;

ARTICLE 14 IDENTIFICATION OF ATHLETES AND SPORTS AGENTS

  1. It is the responsibility of the CHALLENGE CUP 2024 Organization, represented by the Coordinator of the Sports Complex where the game takes place, to identify all the elements contained in the technical list, before the start of the warm-up period.
  1. Only elements validated by the CHALLENGE CUP 2024 Organization are permitted to enter and remain in the technical area and playing field.
  1. For this purpose, a credential will be made available with the identification of the Club and the name of the athlete at the time of accreditation ( Check in).
  1. In addition to art . 14.03, it is mandatory to present the Technical/Game Sheet upon arrival at the Sports Complex where the game will take place.

CHAPTER III

DISCIPLINE

ARTICLE 15TH TOURNAMENT DISCIPLINARY COMMITTEE

  1. The CHALLENGE CUP 2024 Disciplinary Committee is made up of 4 four members, 3 (three) elected from the CHALLENGE CUP 2024 Organization and 1 (one) member representing the Arbitration Committee appointed for this Competition.
  1. After the games are concluded, the disciplinary committee will evaluate and publish the deliberations that will take immediate effect.
  1. The deliberations will be published on the CHALLENGE CUP TOURNAMENTS official website.
  1. Clubs are allowed the possibility of appealing the penalties imposed, upon payment of a fee of €80.00 (eighty euros).

STANDARDS AND CONDUCT

  1. The Head of each Delegation/Club is responsible for any damage caused by a member of the delegation.
  1. Any act that conflicts with the rules and conduct applicable in these regulations, whether in accommodation, transport, gaming venues or at any other official moment of the tournament, must be automatically communicated to the person responsible for the location and representative of the CHALLENGE CUP 2024, for subsequent consideration, evaluation by the Disciplinary Committee.
  1. It is prohibited to smoke, consume alcohol or carry out any activity that could start a fire, in the official tournament areas, locations or transport.

RIGHTS AND DUTIES OF PLAYERS

  1. Players must respect all participants in the game and spectators, and must respectively be treated by those with civility.
  1. Players must in particular:
  1. Present yourself at the game properly equipped in accordance with the Laws of the Game and applicable regulations;
  2. Comply with the Laws of the Game and the decisions of the referee team;
  3. Do not express, by any means, to the arbitration team your disagreement with its decisions;
  4. Proceed with loyalty and correctness towards the remaining players in the game, spectators and other people present, before, during and after the end of the game.

RIGHTS AND DUTIES OF COACHES AND OTHER SPORTS AGENTS

  1. Coaches, doctors, nurses, physiotherapists and masseurs must be duly licensed with the AFP, in order to be able to occupy the aforementioned roles in the CHALLENGE CUP 2024 games.
  1. They must still guide your conduct with duties of correctness and civility towards any and all people, members of the refereeing team, members of opposing Clubs and spectators.

TOURNAMENT CANCELLATION

  1. If, for reasons indicated by the Government, Ministry of Internal Affairs or Health Delegation, the tournament does not take place or is interrupted, Challenge Cup Tournaments is not responsible for any damages, costs or losses, such as transport, accommodation, additional orders and losses. financial.

ARTICLE 16 SUMMARY SUSPENSIONS

  1. A player considered sent off for a double yellow card is prevented from participating in the same game until the end and may participate in the immediately following game.
  1. A player considered expelled due to a direct red card is prevented from participating in the same game until the end, as well as being prevented from participating in the immediately following game.
  1. If, due to its severity, it is subject to analysis by the Disciplinary Committee, the player may be subject to a higher suspension, duly communicated in accordance with 15.03 of these regulations.

CHAPTER IV

ARBITRATION

ARTICLE 17 APPOINTMENT OF ARBITRATION TEAMS

  1. The appointment of the Referee teams for the CHALLENGE CUP 2024 games is the responsibility of the Organization.
  1. CHALLENGE CUP 2024 Referees must be members of the District and Regional Association in their area of residence.

CHAPTER V

PRIZES

ARTICLE 18 PRIZES

  1. CHALLENGE CUP 2024 establishes the following prizes for the U17/U17 Women’s competition:

18.01.01 – Participation medals for all Athletes and Sports Agents;

18.01.02 – Winner’s Medals for all Athletes and Sports Agents classified in 1st place;

18.01.03 – Cup for the winning Club of the U17/U17 Women’s competition.

ALL STAR CHALLENGE

  1. The CHALLENGE CUP 2024 edition will feature the “CHALLENGE ALL STAR” election in all group stage games .
  1. The election will be made by the opposing coach in each game of the competition.
  1. If this is not possible, the Organization will be responsible for making the respective election.
  1. The chosen player will receive an official CHALLENGE CUP T-Shirt as a prize.

ARTICLE 20 OMITTED CASES

  1. Cases omitted from this regulation will be analyzed and resolved by the CHALLENGE CUP 2024 Organization, based on the strategic plan, safeguarding the regulations applied by the Portuguese Football Federation.
